About the Donor | Collection Information
Under Article IV § 18(a) of the Maryland Constitution, the Court of Appeals is empowered to regulate the practice and procedure in, and the judicial administration of, the courts of this State; and under Courts and Judicial Proceedings Article § 13-301, the Court of Appeals may appoint a standing committee of lawyers, judges, and other persons competent in judicial practice, procedure, or administration to assist the Court in the exercise of its rulemaking power. The Standing Committee on Rules of Practice and Procedure, often referred to simply as the Rules Committee, was appointed originally in 1946 to succeed an ad hoc Committee on Rules of Practice and Procedure created in 1940. Its members meet regularly to consider proposed amendments and additions to the Maryland Rules of Procedure and to submit recommendations for change to the Court of Appeals. Professor Alan Hornstein was appointed to the Committee as Special Reporter and Consultant in 1989. These seven binders reflect the review process and decision making of the Committee in restructuring the Maryland Rules of Evidence.

Before joining the faculty in 1972, Professor Hornstein served for two years as law clerk to Judge Frederick vP. Bryan, U.S. District Court, Southern District of New York.
Alan Hornstein has served as a visiting tutor at the Graduate Institute in Liberal Education at St. John's College, and as an eminent scholar holding the Paschal P. Vacca Chair in Liberal Arts at the University of Montevallo.
Professor Hornstein was a special reporter and special consultant to the Evidence Subcommittee of the Committee on Rules of Practice and Procedure of the Court of Appeals of Maryland.
From 1987 to 1991 and again in 2001-2002, Professor Hornstein served as associate dean. He was acting dean in 1991-92. He is the author of Appellate Advocacy in a Nutshell, annual editions of the Maryland Evidence Courtroom Manual and many articles on a range of legal subjects. He has taught a wide variety of courses, specializing in Evidence and has led the seminar course on “The Idea of Law in Western Culture.” Hornstein has been an instructor in continuing judicial education programs under the auspices of the Maryland Judicial Institute and elsewhere.

Collection Information
Professor Hornstein donated the collection to the Thurgood Marshall Law Library, The University of Maryland School of Law, in 2004. Processing was completed in the fall of 2006. The collection consists of seven loose-leaf binders covering 1977, 1989-1993.
